However, at the same time, four major problems have plagued China's steel industry's technological innovation.

It is understood that; Eleventh Five Year Plan; During this period, China's steel enterprises have significantly increased their investment in science and technology, with a total investment of 286.5 billion yuan in science and technology activities for large and medium-sized steel enterprises, and an average annual investment of 57.3 billion yuan in science and technology activities. Compared with 2005, the average annual growth rate is 32.5%. Through technological innovation, China's steel industry has made significant progress in a number of key core process technologies.

Wang Qinghai, President of the China Iron and Steel Industry Association, pointed out that while achieving results, China's steel industry is facing four major problems in scientific and technological innovation. One is the lack of independent innovation and original innovation, and the core technologies that reflect the competitive strength of the steel industry have not been fully mastered and are still in the catching up stage. Secondly, some steel varieties are not yet fully adapted to the needs of the steel industry. Thirdly, the mechanism for promoting independent innovation in enterprises is not yet sound. The total number of technological talents is not low, but there is a shortage of high-level technological talents and leading talents. The R&D investment of enterprises is far below the level of developed countries. Fourthly, the policy support for enterprise innovation investment is insufficient, and the relevant policies are not yet perfect.

In the current downturn of the steel industry, the China Iron and Steel Industry Association, the China Society of Metals, Baosteel, Ansteel, Wuhan Iron and Steel, Shougang and others signed a strategic cooperation proposal to promote scientific and technological progress in the steel industry at the meeting on the 11th, stating that they will further increase the technological innovation capability of the steel industry to overcome the industry's difficulties.
